Ok just got it again. The thing I changed is: First try was with hidden server. Now public. So both have connection issues but when I open a public game it shows the error: Failed to determine external IP address. Other players might not be able to connect. Can't reproduce it and I don't have the log for it anymore. So when opening a MP game (hidden), I don't get the IP message anymore but people still can't connect to my IP, error message for them is: Invalid Host. When I open a multiplayer game from my PC, it says:
People can't connect to my IP and play with me like in 0.12.35. Portforwarding, etc... is the same as before.Failed to determine external IP address. Other players might not be able to connect.

For me the force-opengl fixed the problem. Which config.ini did you edit? I had to go to the config folder in my personal folders (Appdata/Roaming/Factorio/config).
I also updated to the new AMD driver 1 week ago and this problem occured in 0.12.17 and now 0.12.20.

I can confirm this. It desyncs when we get hit and often when the walls are being attacked. We also play 32bit and 64bit version in a 2 player game. Both OS are Win7
Edit: I switched to 32bit so that both players had the 32bit version. This fixed the issue.
