Upgrade/Deconstruction planers should allow ctrl select to edit the upgrade

TL;DR
Pressing the ctrl modifier while selecting a region should open the edit dialog with the selected upgrades/deconstruction as plan.
What ?
The idea is to mirror the behavior of the blueprint creation where shift brings up the editor to modify the blueprint before accepint it. Shift is already used for undo for the upgrade and deconstruction planner so I suggest ctrl as modifier.

Pressing ctrl while finishing the selection for a blank upgrade planer should bring up the editor for the upgrade planner filled with the selected upgrades and allow removing or modifying individual upgrades. Closing the editor should then enact the modified plan. There probably should also be an option to abort the upgrade plan or to turn the selection into an upgrade planner item. Pressing shift as well could do the same for the undo, allowing to undo only part of the selection quickly.

The same would go for the deconstruction planner.
Why ?
When only partial upgrades or deconstruction is needed preparing the right upgrade or deconstruction plan is time consuming when many entity types are involved. This is also often a one time deal so after use the planner item needs to be destroyed again. Creating a temporary upgrade or deconstruction plan that is instantly used once would make it much simpler. Frequent examples for this feature would be upgrading just the yellow belts in a region or deconstructing everything but the power poles.

Yes. There should be no difference in general handling of the planners.
