This seems like it is an unwanted behavior.

What happens:
inserters pick up items marked for deconstruction.

What should happen:
Inserters shouldn't pick up items marked for deconstruction.

Other relevant things:
Belts already do NOT pick up items marked for deconstruction that sit on top of them.
