While expanding my science production, I noticed Military Science was not being used as fast as the others in my research labs.
Looking at all 23 of my labs shows that every color of science is being depleted as expected except for Military Science. You can watch the green bar go down for each color except for Military. This persists over many minutes - I have not seen it being used at all since I noticed the issue.

I have tried to reload my save, restart the game entirely and the issue persists.

The technology being researched in the screenshoot doens't require military science pack.

haha you must have been tired or maybe not realised when changing technology, it happens
