[1.1.30] Extremely slow mod update for one computer but not the other

Hi guys,

I have been experiencing extremely slow download speed through the in-game mod manager. The odd thing is that my roommate was able to update the same mods, plus an additional 50 in under a minute, while my updates took over 20 minutes. We are using the same router and network, and are both connected via ethernet. I am used to ~40MB/s when downloading games via steam and task manager showed Factorio utilizing 3-4Mb/s. After his updates were done, I attempted restarting the game, thinking that it had given his computer priority and that restarting would give me the faster speed, but download speed did not increase. I have also ensured that I have ample hard drive space and no other significant processes running.

I'm having a very similar issue. My advertised speed / speedtest.net are ~100 Mbps, and I generally get comparable speeds with streaming, steam and other downloads, etc., but I get a mod download speed of ~35 KBps on my gaming computer and laptop via both in-game downloads and the mod portal:

Windows 10, wired connection, ingame and on mod portal via Chrome
Linux Mint, wireless connection, on mod portal via Firefox.

My download speed is also ~80 KBps from the mod portal on an Android phone using the same wireless internet. (Unlike OP I haven't found a device in my apartment that downloads at regular speed.) It looks like a very small number of people have had a similar issue, but I haven't seen any solutions. Does anyone have any ideas?
