Game won't boot after update 26 January

Hi, I have a steam account and updated Factorio on 26 January to edition 1.1.19
Since then the boot screen has locked at 0% "Loading Mods" and the game will not load
I have not downloaded any mods and cannot get the game to load at all
I have tried verifying the files, uninstalling and reinstalling but nothing works.
I'm playing on laptop - windows 10, have 200 hours logged so it's a new issue.
Please help.
