One sentence to describe your idea with a bit different words than in the subject
Allow the unzipped scenario uploaded directly or receive zipped scenario files to be read directly.
What ?
Or should I publish my scenario somewhere else?
Why ?
Actually the best place to publish a scenario is the mod portal. But we have to zip the whole folder only to get the file uploaded. People could have trouble guessing that they have to unzip what they download from the web first.

You will zip them regardless of the site. Because it's not fun to upload and download a dozen of individual files one by one.

Allowing to play a zipped scenario directly is a good idea, though.

EDIT

Looks like it already possible to distribute scenario as a mod: https://wiki.factorio.com/Scenario_syst ... o_as_a_mod. User installs and activates them as a usual mod, no unzipping skills required.

Yeah, this definitely works. But you know, when we host public games, we always welcome strangers to join our games whenever they want. Scenario is always better choice than mod.

Ok, I understand now. If you launched scenario that was distributed as a mod, every player needs to download that mod. But, technically, they already received everything from the server and that mod is useless for them, unless they want to start their own game with that scenario.

Makes sense, ability to launch zipped scenarios may be useful in such situation.

And it's somehow way more useful than people could even imagine in China. Most of us don't have any vpn or some other tools to get the internet access around the GFW( Great Fire Wall, with which the Chinese government prevents people from visiting most of the websites outside the physical area of China). This makes people not very possible to check out this forums, the mod portal, github and stops people from downloading mods, scenarios via browser. The only handy way is downloading scenarios in game. But in this way, people generally are able to access to others who is also inside the gfw. The in game mod downloader doesn't work either. The very conclusion is that, inside China, the only practical way of spreading is the internet game list, and the only practical form is scenario. We are used to send unzipped scenarios.

And, I'm about to release the very first and completed version of my scenario.
