effectivity modules affect beacon distribution efficiency

this is modded, but I expected it to change in vanilla too, and it didn't.
there's a value called "Distribution efficiency" and it is always at 0.5 in vanilla. I searched for it here and could not find the suggestion for efficiency modules to augment this value.
Perhaps eff1 could add 2% efficiency, eff2 would add 5%, and eff3 would add 10% efficiency. this might make for more interesting choices when designing builds. i'm not sure of that though.
