since i switched to 1.1.x i get this error. the map was saved in 1.0 without mods but it was modded before

I can't access the save
But most likely its the same as this:

Can you try the steps in that thread?

It does not, you need to set the file to public.

It looks like its a custom scenario, so I guess you have a local copy of `rso modded v2` in your scenarios folder?
You should delete that and try the steps again, it is restoring the bad control scripts from that scenario
