Upgrade planner for Underground Belts

I failed to get a screenshot, but it should be easy to reproduce. I had yellow underground belts marked for upgrade to red but when I tried to place the red ones over them, it wouldn't let me and told me there was an underground belt in the way instead of honouring the upgrade. If I then removed the upgrade planner from the yellow underground belts, it would allow me to upgrade.
