Steam engines not consuming available steam

Please Help. The steam engines on the picture, have sufficient steam, they have a great electricity demand, yet they still for some reason stop working once in a while. This happens to all of them at the same time, they function normally for a longer period of time, and suddenly from no apparent reason they stop working. The only thing that fixes this problem is when I destroy everything and rebuild it, then it functions again for some reason. Is this a bug or did I do something wrong? thanks :D

Your power plant is not wired to your factory yet. Turbines only consume steam when connected machines demand it. See in you electric network statistics, the "Satisfaction" bar is full, meaning everything that IS connected has enough energy. The production bar looks empty because you are only using 576 kilowatts of the total 176 Megawatts (which equals 176000 kilowatts) that your turbines *could* generate if they had to.

They seem unaware :).

It seems from screenshot 4 and 5 that not all turbine are connected to the main network.

Maybe looking at the electric network on the map view will show more information. It seems that you only have a local network for the nuclear plant containing just 6 roboport 10 laser 6 lamp and 4 inserter and 28 turbines. When those don't need electricity, like in the screenshot 4, the consumption is very low, (only the drain), this makes in turn the production very low. And is the visible problem.
