[0.11.19] Odd construction robot behavior

In a simple robot network with only one roboport, a storage chest, some things marked with the deconstruction planner and some construction drones, it somestimes takes the contruction robot minutes to leave the roboport and actually remove the things marked with the deconstruction planner. It not only happens when they have to leave the port the first time, but it happens every time they leave the roboport.
Construction robots also(not always but often) only remove one thing, places it in a chest, returns to recharge and then goes into the roboport again, instead of going for the next thing to remove.
Steps to reproduce:
- Place a single construction drone(to make it more obvious. same problems still applies with multiple robots) in the roboport in the save below.
Setup:
Factorio 0.11.19
