I literally linked to a section where music does not play for 20 minutes. No the music does not start again. When I am rerolling for a good map I do spent several hours back to back on that screen. Trust me, when I say this is new in 1.1 and was not the case in 1.0.
Before you say that something is not a bug, please spent at least a minimum time on researching on that before putting such a statement. For example by actually looking at the linked video proof.

Let me say it this way: I did check every single timestamp you provided in the original post before I replied. I did not watch all of your 4h video footage, though. Nonetheless, I can confirm that the background music stops. This is what you describe as "the bug". The atmospheric soundtrack kicks in, once you start a map and continues to play when you leave the map and go back into the main menu. The music appears to stop when the track is finished. No new music track starts while in main menu.
Keep in mind: your bug description was "Music stops playing" not "Music does not restart while in the main menu". That has a different tone to it and would require different checks.
However.
Please be aware that the entire sound design for the main menu is different. When the game boots up, you hear the "exciting" music from the gameplay trailer. Hearing this exciting music in a loop would be more annoying than anything else. So Today I took some time to check what exactly happens if you just stay in the main menu for a while, without starting a map:
- Version 1.1.1: The first 2min 20sec are the "exciting music". After that there is only silence. No atmospheric music whatsoever. If you have the simulations turned on, you might hear the simulation sound effects. I listened to this calming silence for 30 minutes without simulations, and for 30 minutes with simulations. The only way to start the atmospheric tracks in 1.1 appears to be on a map, as you heard in your own game.
- Version 1.0.0: You hear the "atmospheric" soundtrack of the game. Each track is about 3 to 5 minutes long, in between there is something like 20 to 50 seconds of silence. I listened to this for about another 20 minutes.
Hence, we can conclude that "The music stops" is not a good way of phrasing your observation. This exact same thing happened before 1.1.
The "issue" is that in 1.1 no new background music starts after the initial opening music while you are in the menu.
Considering that the entire sound design of the main menu was changed with 1.1, and now (by default) includes the simulations, I still believe this was a conscious decision by the designers. I might be wrong. In fact, I hope that I am wrong. I'd prefer to have the amazing atmospheric soundtrack play in the main menu alongside the simulation sound effects, after the opening track is finished and maybe after another 30 seconds of no music.
I don't know who moved this to "not a bug", I don't have the rights to do so.
