[1.0.0] Settings-Tooltip for 'shortcut bar rows'

Problem description:
In the UI Settings, category 'Other' the tooltip for the settings 'shortcut bar rows' says 'The number of shortcut bar rows always visible on the screen.'. However, at least in my understanding, this setting only controls the number of shortcut bars and not how many are visible.
