1.0 cant place pumps on water

can build pumps anywhere on land. when i try to place anywhere even half on water get text "cannot build on water". have 2 pumps on water i built earlier , cant build any new pumps to draw water, tried pressing r.

Hi,
First make sure you're building offshore pumps, not just pumps :

The Offshore pump allows to get water from a lake, and must be build on a shore, the pump is just a relay between two pipes or a tank and a pipe.
Next, a screenshot might be of some help (if the above information didn't help).
