A way to publish only scenarios?

I found some people uploaded vanilla scenarios on Mod Portal such as
https://mods.factorio.com/mod/JNF
https://mods.factorio.com/mod/oarc-mod
They are mimicked as mod and published, but do not modify any mechanisms or prototypes in game.
And also, even thought they are not modify anything, forces client to restart when downloading them first, or joining another vanilla servers.
And it leaves "mod" name in irrelevant personal savefiles.
When turning off that "mods", scenarios are lost from menu. No way to play them in vanilla settings.
When hosting them just after downloading from Mod Portal, visiters have to restart client meaninglessly to join.
It's not good for people not familiar with going into mod folder and extract only map file from it.
I think it's not good way to publish only scenarios.
Nowhere to publish them for easy to find and easy to downloadable place.

I knew that Mod Portal is good for publishing scenarios with exclusive mod for it.

Can we get good place to publish only scenarios? Not affecting client's loaded mod list.
