It is my understanding that Construction Robotics must be unlocked once in any world to enable the use of its features.
I have yet to do so, and while the hotbar buttons are indeed locked, I am still able to create and save blueprints using the hotkey.

This is not a problem. Shortcuts on the shortcut bar are unlocking with technology research during the first playthrough to not overwhelm new players with too many things all at once. In following playthroughts, the shortcut bar is unlocked from the start and you can get blueprints from your blueprint library.
