The new editor gui settings tab follows the vertical size of whatever is selected in the tools tab
So if you select none in tools, settings is really short
if you select entities in tools, settings fills the screen (vertically)

Thanks for the report however that's intended. It's to avoid the case where the settings would cause the main contents to have loads of empty space and look terrible. It's an imperfect solution however you don't sit and use the settings tab a lot so it 'works' fine as is.
