The factorio binary is not set executable
t@h ~/Downloads> tar -xf factorio_alpha_x64_0.11.16.tar.gz
t@h ~/Downloads> ls -l factorio/bin/x64
total 11344

chmod +700 factorio/bin/x64/factorio

I'm sure he knows how to do this, just that the +x flag should already be set inside the tar. I agree.

I assumed that this was already the case, so I downloaded a few files to make sure. In fact it is, but only in the stable builds.
In factorio_alpha_x64_0.11.16.tar.gz the executable is indeed not executable.

Thanks for the report, this is fixed for 0.11.17
