In-game networking with local proxy

TL;DR
Accessing in-game mod portal and log in factorio account in-game should respect local proxy settings.
What ?
On windows OS, there's a proxy setting(settings/network & internet/Proxy). Users can set their proxies and black/white list to proxy or go direct. Accessing in-game networking does not respect this setting and always go direct. The game should respect this setting and try to use local proxies if possible.
Why ?
Currently, Accessing mod portal in-game is through direct connection. Unfortunately, in some regions, download speed is usually slow and the game would consider this as download failure. Fetching mod list is also very slow and fail very often. Most importantly, login factorio account in game also fails sometimes. With proxies, download speed could be greatly improved (like from 20kiB/s to 10MiB/s). This make great inconvience because we have to download mods from mod portal website, copy it from downloads to mod folder, manually download dependencies and update mods to a newer version. Also, connecting to a public server requires log in, daily login failure breaks user experience. Implementing this could greate improve user experience.

I think its still possible to set a proxy in the config.ini

Yes, proxy is in Factorio since 0.7 and updated with 0.16.0. But this goes about automatic reading proxy settings from system OS.
