What ?
A optional grid that fades outside the cursor. Bolds chunk outline.(also an option)
Why ?
A convenient feature that helps to measure distance in one sight. Not all the screen is covered in grid so its better to see. Chunk outline bolding can easily see chunks without spamming Shift + Space or using debug option for radar distances or placing blueprints in chunks.

I saw the title of your thread, and told to myself "oh yeah, like in Terraria" .
I find it useful in Terraria, I think it could be cool in Factorio too.

Full debug overlay near cursor: grid, collision boxes, etc.

But that looks bad because the grid covers the entire screen

I think you misunderstood : darkfrei suggests the equivalent of the full debug overlay, but just around the mouse cursor.
