[0.18.30] Personal laser light effect and beam position don't match under latency

When playing on a multiplayer game with some latency, the personal laser beams originate from the character position but the light effect for the beams originate from a delayed position

Thanks for the report however there are loads of things which don't match perfectly in the latency state. We're aware of them however it's just how it is. It's not viable to make everything match perfectly.

We do have special handling for drawing beams attached to player in latency state, but I missed the ground light.
So it's fixed for 0.18.31
