[0.18.30] Vehicle weapons don't require equivalent technology

Researching automobilism unlocks the car and the vehicle-machine-gun along with it. However, you don't need to have researched military for this to be true.
Same goes for the tank-flamethrower. It is unlocked alongside the tanks technology but you don't have to have researched flamethrower yet.
I would expect that either
- military/flamethrower are prerequisites of automobilism/tanks or
- the weapons are only unlocked when researching military or flamethrower
