I can't select the ammonia recipe, says can't mix fluids. No idea what I'm doing wrong.

Check to see what pipes are connected to the inputs and outputs of the machine. if there's a fluid connected that isn't the same as the one the machine wants on that specific pipe connection, it won't let you select the recipe.

this is a base game mechanic introduced in 0.17.

Oh. Had to switch the pipe input order. WHY
