New idea for a splitter

I am really sorry if this was already suggested, I tried my best to search, and I didn't see it.
Anyway, I have an idea. A contraption that acts like a rail signal, only for tracks. I have long belts for expensive items and I wish i could only set the amount of items i want on a section at a time so my resources get put to other things. Maybe it should be called "Item Belt Manager"

There's some ways that you can avoid having lots of items on belts.
1. Logistics robots. Output the item to a provider chest, then have a requester chest at its destination.
2. Smart inserters using the logistics/circuit networks. Set their conditions so that they only operate when there's less than a certain number of the items in a chest at the other end of the belt.

Very sorry about that.
And Robots dont tickle my fancy in terms of how my factory is layed out.

You can make this, using smart inserters for output and smart chests for input and connect them with colored wires.
