[0.18.18] Combinators emit signals without electricity and without input signals

Combinators save their states on electricity shutdown, and they emit signals anyway. Even if I erase input signals source for them, these signals are still counted for the combinator.
My test:
Step 1: Combinator has no electricity, has input signal from Constant combinator, no output.
Step 2: Electricity is on, output signal is emitted.
Step 3: Electricity is off, output signal is still emitted. Here is the problem for me, because this signal is counted with other combinators, it is really being emitted all the time, without electricity.
Step 4: Electricity is off. Constant combinator is deleted, output signal is still there, even parameter is obviously not working without input signal.
