Add an event on_speaker_alert

What ?

Whenever a speaker meets its condition and the gui setting "show alert" is active, I want an event to be fired, that contains the entity and the message.

Why ?

Well, first of all, if the following suggestion would get implemented, I wouldnt need this:

But assuming this doesnt happen, this suggestion would make it easy to create a ups-friendly mod, that reaches that goal.

With neither this suggestion, nor the linked one, the only solution to the problem would be a mod, that constantly checks every programmable speaker. This does not sound ups-friendly at all, espicially, if you are using a lot of speakers for music.
