Where are the no fuel and no power alerts handled

I am making a seizure compliance mod and I have hit a roadblock. I can not find where the blink rate of the no fuel and no power alerts are handled.

I am looking for the location in base and or how to modify the blink rate.
I am not looking to turn off the alerts just to stop them blinking.

Any help is appreciated.

As far as i remember the blink rate is not moddable. That includes non-moddability of making them permanently "on". You'd have reimplement the whole logic via control scripting. Maybe Bottleneck (configure power icons via in-game mod settings) combined with the mod @Koub mentioned would be sufficient?
