I placed a setup that throws iron plates from one furnace directly into another one to burn steel, I did that before I researched steel processing.
now that its researched the inserters don't automatically start putting the plates into the furnaces, they just idle until I refresh them by rotating or replacing them.

Steps to reproduce:
Set up a steel smelting operation with direct insertion. (It works fine if iron plates are put on belts)
Research steel processing.
The inserter doesn't move iron plates unless replaced/rotated.

Sounds like inserters should be woken up upon new research.
