[0.11.13] Unpowered inserters won't rotate

Have you ever built a big auto - crafting machine but havne't powered it yet? No? ok...

So if you place an insterter (Long handed, smart, regular, burner or fast) in a place without power connection you will obviously get the yellow sign telling you that the inserter(s) you placed have no power. But if you try to rotate them while they have no powered, the will still face the same way, even so the little yellow arrow shows that it should face the opposite direction. However, when you power it, the inserter will quickly turn to face the way it should be.

I don't think it's a bug, most likely intentional, because how can the inserter rotate if it's not powered? Plus as you said, if you power it the inserter does rotate itself to the correct position.

It is indeed intended behavior. When unpowered/marked for deconstruction: Inserters won't rotate and belts/splitters/underground belts won't move items, animate or make sound.

If I understand him correctly it does not sound like an intended behavior - he means rotating manually, with the 'R' key.
After all - you could deconstruct it and build it again rotated without a problem. Why should rotating with R be any different?

On the other hand - if the arrow and line are rotated, it means it is only a graphical glitch, with no implications of actual gameplay...

The base of the inserter rotates when you try rotate it unpowered, only the arm doesn't. That makes perfect sense, because the arm needs power to move.
