[0.18.6] Restart Factorio, Tab Switching on Windows

When Factorio is restarted in game it tabs to the end of your list. This causes the game to be stuck on-screen until you tab back to it, and then tab out of it again.
Edit:
I noticed that this only happens if you switch applications before the restart. The application doesn't gain focus as a priority, so it just gets stuck as stay_on_top.
