circuit / explanation help

Can anyone please be so nice to explain the circuit setup used in the video:

The memory cell (decider combinator) stores two binary values, speed module 0 or 1 and processing unit 0 or 1.
The red inserters set the value to 1 when they pick up an item.
The red inserters are disabled if the value is 1.
The yellow inserter resets the values to 0 when it picks up a rocket control unit.
The result is that no items are buffered in the assembling machine.
