Linux 0.18.2 Can't insert half of stack into burner inserters

Usually, when I have a stack of coal, say 50, I can deposit 50% of it to the burner inserter using the shortcut and mouse. Now, I can't do it for the burner inserter, but others, like burner miner, I can still do it. This happened while I was playing the tutorial. It happens on and off, and not consistently replicable.
