I don't know which version "messed it up" but some "basic" meachanics are not working anymore.

For example - one inserter is inserting into an empty chest and two inserters are taking out things.
In earlier versions the inserters worked like this:

A takes the item - B takes the item - A takes the item - B takes the item...

Now one of them takes all until the belt/chest he is inserting is full and then it is the other inserters turn to take things out of the chest.

That seems odd. I would advise getting a save of right before it happens, and uploading it here.

Well this is not really a bug, the fact that they were switching turns in some special setup was a side effect. A nice one, but still a side effect.
