What's wrong with my nuclear reactor?

The heat exchangers generate variable amounts of steam, between 1/s and 103/s. Turbines are at 12/s out of 60/s. What did I do wrong, why is it not at max?

Firstly, the turbines will only produce electricity if there isn't enough power available, just like with the steam engines on boiler-based power systems. If all the electrical demand is currently satisfied, some turbines won't operate at all.
Secondly, while it's not as likely to be the issue, you have an alarming number of pipe junctions in the steam side of the system. Because of internal details with how pipes are implemented, you might not get full throughput through any junction.
