I would like to have a liquid overflow device

Here how it could work:

You have 1 pipe input and 2 pipe output.

there is output A and output B.

The device has x liquid storage capacity.

The incoming liquid is always go through the output A but the device must have y amount of liquid stored to send liquid to the output B.

This would allow, for example to convert the excess light oil in solid fuel.

This is possible already using pumps.

Could you give me a link that show how? please
