performance stuttering question

hi,
my current game has performance issues. i don't have experience with ups problems. my understanding was, that it shows as a somewhat stable lower framerate.
but in my case it is different. most of the frames are fast (50-60ups), then some take ~700ms. i don't understand what the problem is. i don't see any corresponding peaks looking at file i/o, cpu-usage, etc (windows resource monitor).
my current game uses pymods, and i have a medium big train-block-system (no train mod, just circuits).
~130 blocks with ~200 1-1 trains
when showing the debug frame-times i see a huge max number every few seconds (700ms). typically in category "train path finder", sometimes "entity update". but most of the time all the timings are much lower. does anyone have ideas what that could be caused by?
