[0.17.78]Rocket Silo Auto-launch no longer waits until all Space Science is removed

I have found out that when a Rocket Silo is set to "Auto-launch with cargo" no longer waits until 1000 >= Space Science Packs in the rocket inventory.
The Rocket Silo is not affected by mods as far as I know.
The output inserter is disabled by circuit network
To recreate:
1. Fill Rocket result inventory to 2.0k
2. Check "Auto-launch with cargo
3. Load Satellite
