[0.10.12] Blueprinted smart inserter won't start until poked

A smart inserter which has its condition set, then is rebuilt from a blueprint without keeping its wire connections, will not wake up when the wire is reconnected.
Steps to reproduce:
This only happens if the smart inserter's wire connection was not included in the blueprint.
Steps to reproduce:
- Build a test setup, where a smart inserter is wired to something and activated. The exact condition doesn't matter. Example:
(the smart inserter is moving iron plates from top to bottom, set to red wire condition "copper plates > 1", and there are 2 copper plates in the right chest. The blue inserters are just returning the iron plates so the demonstration keeps running, nothing to see there.) - Create a blueprint containing only the smart inserter.
- Deconstruct the smart inserter.
- Place the blueprint back where it was. Wait for the robots to build it.
- Reconnect the red wire, so you have exactly the same setup as before.
- Notice that the smart inserter isn't working, even though it should be as the condition hasn't changed.
This only happens if the smart inserter's wire connection was not included in the blueprint.
