Picking from belts should be favored over picking from splitter

I mean it would be logical. I posted this earlier in discord to troubleshoot why i'm not getting full 6 belt throughput into chests.
It turned out i had to remove the last belts that inserters were picking from, and move the splitters upwards so inserters pick from them directly. It's something like inserters are picking from the buffer in the splitter and therefore it's almost like chest.
What i'm suggesting is nerfing the picking up from splitter a bit, but buffing the belt solution instead. Math-wise 24 belts should be well enough to clear off 6 express belts no matter the orientation. But right now that's not the case.
"Lorewise" it doesn't make much sense that inserter is even able to pick something from the whirring mess of gears and the tiny spot of an exposed belt in splitter.
Oh and how to do that technically: turn inserter arm inbetween both lanes. Constantly pick up item that is closest to it in case of belt that comes towards it.
Right now it looks like left lane is favored over right lane, and that is an issue.
