[0.17.69] Blocked consecutive splitters with priorities set

It's hard to explain with words:
I found it in a base migrated from 0.16, when I unset/reset splitter priorities it works again and unlocks:
Maybe it's not worth to fix it but it took me some time to find out why plastic bars were not supplying the demand.
