Ability to use red/green wires to control conveyor belts - stop, start, change direction

Bump.

I think it's a great idea for the upcoming combinatory stuff. The logic of the stopping belt is already implemented and used while deconstructing.

I would like to control also the speed. That enables a much better control of how much is inserted into some other belt.

I am very much suporting this Idea.
But not every belt, make a new item for it.

I believe the Logic Belts mod does this (and more).
