[0.17.66] Trees marked for deconstruction not being removed

I found a place in my base where trees are marked for deconstruction, but the bots are not actually coming to remove them.

What did you do?:
The solar fields are a setup I downloaded from the Internet, called "Chunk Aligned Solar". Currently stored in the main Blueprints window. They have radars that scan far enough out, that a second field can be placed via the radar view, and *just* fit in the viewable area next to an existing field, when zoomed in while viewing from the map. When these fields were placed for construction, the area had been explored, cleared of biters and biter bases, and then left for some time. The solar fields were gradually expanded out, each blueprint being stamped down next to the previous solar field. As the fields expanded, everything was cleared, like normally happens. Trees were cut down and removed as they should have been.

What happened?
I caught sight of this hole in the field and came to look at it, and found this. I fixed a number of smaller instances elsewhere, and had to dig/dismantle my way into this area.

What did you expect to happen instead?
The trees that are marked for removal, should have been removed by the bots.

Additional notes:
Seems similar to this bug report:
viewtopic.php?f=29&t=75055&p=453670&hilit=trees#p453670
except in this case, the area is fully explored, pollution isn't a factor this far from the main production areas, and the area is visible in the radar view. Not sure if that helps or not.

Running vanilla Factorio. No mods in use.

Storage in logistics network is fairly full, but available. I did have the thought that maybe they weren't been removed because there was no place for them to go, but I confirmed there is space. The central mall area is fed from steel furnaces that are currently being fueled by the excess wood, which is pulled from storage and transferred to a requester chest as space becomes available. All of this is located northeast of the affected solar fields area.

You have an unbridgeable hole in the bot network NE of the construction zone, resulting in bots looping between recharge and job indefinitely. NaB.
Use smaller or convex networks without big holes to prevent that.
