[0.17.65] NPE - Show UI prior to Tutorial overlay

When starting a new NPE, there are a LOT of 'hit tab' overlays prior to actually seeing the UI being described.
Is there a reason you don't show the UI and THEN display the overlay? It might help new users to visualize the UI while they're reading the descriptions instead of trying to remember what it said 4 tabs key-presses ago.
