When is the small-plane usable?

Never. It is an item that became unused with 0.17 but wasn't removed because we didn't want to break mods (specifically scenarios) that were using it.

As a side note, could you stop posting your modding questions in technical help and instead post in modding help? It's getting a bit lame to move them every time.

Wasn't that just plane just an item from the campaign in 0.16? If I remember correctly, you just had to build the plane to complete the mission -- but you couldn't actually use it. Just found the relevant part in the wiki:

Small plane
Unused item, does nothing beyond existing.

Thank you for the feedback. I actually used the mods. But I think it's a pity that the plane is no longer usable. Like launching a rocket into space, an airplane should be part of the game. You could build resource bridges.
