[0.11.6] Multiplayer Desync Loop

Hello Factorio devs,
I'm back with another rolling desync loop in a 74h multiplayer game. Desync is recoverable if power to base is cut before my friend joins. Power can be restored once he joined. If nothing is done and he simply joins while everything is running then desync loop will commence, at least on our end. I hope it's reproducible on your end. We think it's another pollution related desync.

Mining the substation in the red square will cut power to the base for testing purposes.
