the attached file has a clip of the bug sorry for terrible sound

I could be wrong, but from the video it seems there was less than 5 iron plate in the furnaces shown. Given the recipe for steel plate is 5 iron plate, wouldn't you expect the furnace to "do nothing" until it has the requisite materials to smelt the steel plate?

I would say Not a Bug, but you should verify that it does smelts as you expect if you insert 5 iron plates into the furnace.
