Bug: It seems the indexing of temporary train stops is not maintained when they are reordered. In some conditions, changing the wait conditions to one temp stop can cause others to pick up the changes.

Steps:

• Give train simple order list (in my example, go to a single station and wait 30 seconds of inactivity).
• Place first temporary train stop, and allow train to begin navigating to its new temporary destination.
• Place second temporary stop.
• Drag second stop above the first stop, do not make it active.
• Attempt to set new waiting conditions to the "second" (which is now above the first) temporary stop.
• The "first" stops orders will be changed.

It seems there is other weirdness going on here, but this is the most clear example I could come up with.
