Hi,
I was playing some Factorio with a friend and working on some oil processing. While doing so I noticed the order of placing pipes mattered, but I thought this was fixed with the new fluid system discussed here: https://factorio.com/blog/post/fff-274
Now I'm wondering since the flow speed parameter is not showing for pipes:

Q: Is this new fluid system actually not being used? Will it be used in a future update?

It got put in the icebox since there were some issues with it. Let's hope these get resolved and we get to see it.

In the pipeline. First we need to get 0.17 stable, then new character gui, and then I can get back to it.

I am assuming you mean the blueprint library? That is Kovarex and he is fixing the trains now.
