While using 0.17.47 in multiple words both in map view and the in person view, holding shift does not enter "Rail Planner" mode (I can still only build a finite amount of rail). There is no difference if I build rail if I start by holding shift or while not holding shift. I can not find any notes that say this feature has moved or changed or if there is a setting that can be toggled to cause this problem.
